It has 2 attached panels in the front that mimic a cropped vest, keeping in mind these panels are attached. There is also a separate small short tie that I draped around the neck and over the top of the panels. When this piece is worn in this way, it conveniently covers some of the spots (see condition write up below and images). With peter pan collar, gathered sleeves
