I think this pairs best with partner commanders that either add card advantage (Tymna the Weaver) or access to colors with ramp (Jeska, Thrice Reborn or Reyhan, Last of the Abzan)

In Garruk's Wake + Plague Wind While Plague Wind and In Garruk's Wake do essentially the same thing, the latter kills planeswalkers so it makes it 99% strictly better (minus the regeneration clause)
