With Art Deco style and a gold painted band around the bottom, my guess is that is Bohemian and dates to the 1920s or 30s. The middle area of the vase appears frosted white, while the neck and lower half are painted a very pale blue. The orange geometric design and black scalloped lines are slightly more thickly painted.
